Get the higher efficiency power supply. Make sure that you are minimising your heat losses from a power supply. So, the more efficient the better they are.

The last thing is to make sure the LED lights are close enough to the plants. You can get them a lot closer to the plant than you can with the HID lights as they produce a lot less heat. So, the closer you get them the better light absorption and the better efficiency.
